Snapshots wont launch server

Using snapshot 18w07a/b/c or 18w08a.jar files to launch a multiplayer server as new or with a generated world the log file is created/updated with the text below. With GUI or no gui the java instance starts but the server never does. I've reverted to Java 7 and made no difference.
1.12.2 runs perfectly fine without issue.
