Water visibility changes when near surface

I was swimming around, and then realized something strange. When my head is about a block below sea level, the lighting in the distance is strange.

This is when my head is about 2 blocks below sea level.

It looks normal

This is when my head is 1 block below sea level.

It looks very unnatural.
