World doesn't load

If I type the command /setblock ~ ~ ~ minecraft:portal the portal is created and the loading screen appears but the dimension doesn't load. I tried to wait 5 minutes and nothing happened. I tested it 2 times.

Cannot reproduce. Please provide a small video demonstrating the issue.
