[MC-12631] Minecart with Tnt blowing up for no reason

If you make a one by two hole and put a Activator rail and place a minecart with tnt then walk around in it the tnt will blow up

Please do not mark issues as private, unless your bug report is a security issue containing information that may compromise your server/client.

Confirmed.

I think this works as intended, though, because the minecart is being smashed into blocks, and a big enough collision will cause an explosion.
