I am not sure what the minimum size is for polar bears, but I do know that virtually every entity in a mine cart should fit in a 2x1 area, so I am uncertain if this is an intended thing or not...

I am not sure if this above is a bot, but I do not agree... We have the option to mark it, and this issue is affected in future versions. It is just how it is... Either remove the option to mark it, or fix this trigger on the bot...
It is a bot. And no, you can't know if it will be affected in future versions. It may be fixed until then.
Then have a bit of common sense when making that choice. Also, the real bug is that mobs with a bigger hitbox than a minecart are able to enter the minecart. The issue here is simply a side effect. A polar bear or horse in a minecart are able to fit in spaces smaller than their hitboxes, but in some cases will take suffocation damage.

Can you please update the report with clear steps to reproduce the described behavior, and expected vs. observed results?
From my own test, the polar bear can in fact fit inside the gap, but will suffocate. MC-38072 indicates that mobs suffocating in blocks while riding a minecart with their eye level inside a block is Working as Intended, though does not explicitly state it.
