Unable to interact with terrain at all, takes up to 10 clicks for UI to trigger

Opened Minecraft Launcher, played latest snapshot 18w09a, tried to click singleplayer, it took several clicks for it to finally open the world menu, then created a new world, everything took as many as 15 clicks to activate, once the world loaded my mouse continued to show on the screen and I could not interact with any blocks in the world, all I could do was move and fly and deal with the slow chunk loading.
