Kelp Top blocks generate on top of Kelp Top

I was searching through the oceans to look at recent changes and noticed there were some gaps on some Kelp plants.

What I expected to happen was:
For the texture to be complete on all plants

What actually happened was:
There was a visible gap on random plants just under the top section/tip

Steps to reproduce:
1) Find a populated area of kelp in the ocean
2) View the plants & see if there are any with a section missing
