[MC-127227] Summon with correct nbt but won't summon entity

I tried to summon a siamese cat, the command said to me that everything was okay but, after that, I get ''Unable to summon entity''. I even have a video to show you.

I'm having the same problem with a minecart in 18w16a.
/summon minecraft:minecart ~ ~ ~ {CustomName:"Car"} isn't working.

CustomName needs to be valid json in a string.

Someone decided to be rude and resolved my report as invalid. >: (

Perhaps actually read the comment; your nbt is NOT valid in 1.13.
