I can not explain it in depth any more. What happens to be the appropriate building materials for making a daylight sensor, can not actually make a daylight sensor in survival.

Please check if the slabs you're using are post 1.3 "real wood slabs" and not pre 1.3 "retextured stone slabs" , see http://www.minecraftwiki.net/wiki/Slab
If you're in doubt, just cut down a tree.
yes i just made a fresh batch of slabs, and they worked in making a daylight sensor. The wood slabs i originally used were from 1.3. However i think there is some sort of underlying bug with the blocks of 1.3 being mixed with later updated blocks; in terms of mining speed and usage.
Ok, the original issue is solved.
There is no bug regarding "old" and "new" slabs.
The "old" slabs are simply stone slabs with a wooden texture and thus best minable with an pickaxe (and fireproof...) Those slabs are out of compatibility reasons still in the game.
The "new" slabs are real wood slabs, mineable with axes and burnable.
