[MC-127359] snow on grass blocks does not change grass texture white

Every seed that I've opened has this. The grass blocks in Cold Taigas does not change when snow is on top of it. The grass blocks stay green and do not change white when the snow is on top of it.

As an update, the Ice Plains and Mountains are also affected

Also, the texture does change when it is manually placed on top of grass blocks

This issue though has not been resolved.. snow worked in minecraft 1.12.. but not in the new snapshots that will lead up to 1.13.
