Furnace doesn't work for raw beef

I placed raw beef in a furnace and coal, but the coal wont smelt the raw beef.
To recreate the problem, just open up a furnace and place the raw beef and coal in the furnace. I am on Survival. I replaced the raw beef with iron ore and it works.
