Fish buckets do not become empty when right clicking a waterlogged block

I was playing in a survival world of the recent snapshot and by way of decoration I wanted to put some fish in a tank that when I put them on top of some stairs I noticed that they spawned a lot and endlessly. (I do not know if the same thing happens with slabs or other blocks)
