Full Screen Corner

So I had an issue with this before and I though it was my mods. So I deleted my minecraft folder and re installed everything just to realize that it did nothing for my fix on my minecraft. The issue begins with me starting my minecraft up and making the window maximized. Then when maximized it zooms into the bottom left of the corner of the window. Then sometimes when scrolling it fixes the issue but when I want to got out of the maximized and stick with a smaller view it has two screens and one in the bottom left corner where it zooms in. I have zero mods included right now and I even reinstalled the whole game so please help and give me feed back on what is happening and if it is a problem with my computer that you guys know how to fix. Also if I would like it not to be zoomed in, after like 4 tries of hitting F11 it will return normal but still bugs out.
