Incorrect water generation

1. They are submerged, meaning its indeed.
2. Future Version is an option used by the mods if a fix is coming some day. I wonder why they don't disable it in Affects Version/s.

This is working as intended. Kelp and bubble blocks are supposed to always be submerged.
