[MC-128206] stat.used:minecraft.shield does not add to the scoreboard when shield is used

Windows 10

Environment

This is pretty easy to replicate. Just set up a scoreboard with this criteria. The scoreboard will be added successfully but no usage of a shield, right clicking or blocking, will increment it.
