Diamond spawning rate significantly less

Tried on three different world seeds:
(-1050411392276577249, 638312261758228299, 1822984099724430841)

Searching for diamonds from level 5 to 20, strip mining and search caverns, I only found 1 diamond (so they exist). On previous versions I would have, on average, discovered a stack or so with the same mining searching technique.
