Stairs prevent water from spreading

The bug

In the attached screenshot, the water will not spread because it is trying to flow down but it is being blocked by the stair its in. The water is also being blocked by the stairs next to it since water does not flow into blocks. The water should instead flow onto the grass, around the stairs, and down the blocks.
