Soul sand turns flowing water above it into water source

If a water source is placed near soul sand, the soul sand will emit bubbles as soon as water is flowing over it, converting the water above it to a water source with a bubble column. The new water source doesn't immediately spread the way other water sources do, it seems to need a block update like pacing/removing blocks or other water sources nearby.
