Removing flowing water removes water source blocks below it

Removing flowing water over source blocks removes the source blocks themselves. In the specific case that the source block that disappears is in a place where a new source block would generate, i.e. 2 source blocks next to it and a block other than flowing water under it, it will immediately regenerate and appear to not be removed.
