1.13 worlds isn't loading for sometimes

I created a new world in 18w20a snapshot and when I re-joined the world isn't loaded.

What is the seed of the world? Looks like seed-related

Please check if that's still an issue in 1.13-pre3.

@@unknown, I checked and this issue cannot reproduce on 1.13-pre3. It's fixed!
