Was testing the minecraft snapshot versions on a multiplayer server with a friend.
I noticed that when I mine up a banner with an axe, it does not drop itself at all. Can confirm this as I have attempted to move several banners I placed in the world which resulted in them deleting themselves after they are mined up.
Problem is not occurring on the singleplayer world, only in multiplayer.
Also seems to have occurred right before a server crash.
Can anyone confirm this issue?

Pre-existing/converted banner is not dropping itself in 1.13 pre1. Tried several times with hand/axe. It just disapperears. Double checked that I was in survival mode. Newly placed banners can be picked up again.
Ah, forgot to mention there was no crash on the client side. This was not caused by a crash on the client either so no crash report was generated. It was just the banner block not dropping itself after being placed down and left for a few hours before trying to pick it up again.
It is as Jess described it. The banner does not drop itself unless it has just been placed for a few minutes.
Incomplete without a crash report from (minecraft/crash-reports/crash-<DATE>-client.txt). Please attach it to this ticket so that we can diagnose your issue.
