[MC-130147] Can't use /locate when using a 1.12.2 world

Create a world in 1.12.2

Use the world created on a 18w21a server

Try to /locate a Mansion/Ocean Ruin or to get an Exploration Map

Server will crash when using /locate OR Cartographer will never trade Exploration Maps.

Please check if that's still an issue for you in 1.13.1.
