Can't till dirt with a torch directly above it

If a torch is placed directly above a dirt block (as shown in the attached picture) you can't till the dirt. If you remove the torch, till the dirt, and place the torch back, the tilled dirt remains (although the torch will have to be removed anyway to plant a crop).
