Rain leaking between stairs blocks

The bug

A roof made of stairs, when it rains, appears to allow some of the rain particulates through at the seam between blocks. The particles are not passing through the block.

This appears to be similar to MC-18291 and MC-8858, but those are both closed and for much older versions.

Is this still an issue in 1.13-pre3? If so, can you please attach screenshot(s) of the bug?

Does not appear to be fixed.  A bit challenging to get a screenshot but I managed. I've attached two. You can see a few blue squares in the image where the rain is coming through between the stairs blocks. It appears to be bounced particles perhaps.

I forgot to mention that this is in multiplayer. (Not sure if relevant).

@unknown, you can add the affected versions by yourself to this ticket since you're the author.

Still there in 1.14.4.

I hope my villagers will eventually get a roof thats not leaking...
