Scrolling through hop bar does not match scroll speed

Note: This bug was marked as fixed a few weeks, but I am still experiencing it in the newest snapshot. I also heard it only affect certain types of mouses because of the way they calculate scroll speed now. 

In 1.12.2, when you scroll one click on your mouse, usually you moved over one spot. 

Now, it takes several clicks to move over and is quite inconsistent, so it's really hard to just move over item accurately. It makes gameplay a lot more difficult and unenjoyable. For people playing that have played minecraft for years, the scroll is hardwired into our brains and the change is pretty odd.

Steps to Reproduce:
1. Open word in new snapshot
2. Try scrolling from spot to spot
3. It will be slow (or might not be, I have not tested with other mouses, which settings could be different(Though this is definitely not my mouse, as it works fine in every other prior version just fine.))
