Iron & Snow Golems cannot be created.

you must use a carved pumpkin to create snow/iron golems and make sure the configuration isn't touching any solid/non-solid blocks.

so this isn't a bug at all.

Can't confirm. I think you just tried building a golem with a regular pumpkin. That of course won't work. You need to place the pumpkin down and go by it with some shears first in order to get a carved pumpkin. 

I have tried with both variations of a pumpkin. Neither one of them worked.
