Enchantments bug from custom loot tables

I have a custom loot table and I have put as an entry a diamond helmet with random enchantments from 1-39 levels.. The loot table is working perfectly but the enchantments cannot be applied like this without commands..I also got a sword with Smite 1 and Bane of Arthropod 3 again as a different enchantment,and also Enchanted books don't work
