Water next to waterlogged blocks or flowing water doesn't freeze

The bug

Normal water touching an air or any block that is not water can freeze / turn into ice, but waterlogged blocks and flowing water don't count as blocks that can cause water next to it to freeze. An easy way to reproduce is to create a pond surrounded by waterlogged blocks in a frozen biome or spilling water on plain terrain in a frozen biome. It won't turn into ice.

I don't think that ice should generate if theres just flowing water, but it definitely should if it is next to a waterlogged block, especially since ice can generate on the non-waterlogged form of the same block.

I think the flowing water part is caused by the fix of [MC-130667]
