Teleported to the nether, everything worked fine. Then teleported to the end, and wasn`t able to use the elytra. It wasn`t just a lag, because i was able to eat/take fall damage, endermans were moving, etc...

The time it takes the elytras to open is: 2.49
Time from when to when ? From entering The End until you could fly ?
(is 2.49 = 2 minutes, 49 seconds or 2 seconds, 490 milliseconds ?)
Not confirmed for MC 1.13-pre1.
The time it takes the elytras to open is: 2.49 (for me). Make sure to look if the height you jumped from is enough!
