[MC-131353] Bucket can't fill up using right click on fluid source

1.13 is almost here, but unfortunately this bug is still here!This bug need to be fixed before official release because it's a major bug!

Aren´t you in creative? Because you can't fill an empty bucket in creative.

Yes i'm in creative and when i try it in survival mode, it work, but i don't understand why it wouldn't working in creative?!
