Update map from 1.12.2 or earlier version makes guardian also spawn around the outside of Ocean Monument

If you update your map from 1.12.2 or earlier version, guardian will also spawn outside the Ocean Monuments.

This won't happen if you update your map from a 1.13 snapshot.
