[MC-131490] Bug on 1.13-pre2

I loaded a creative world with cheats, and one of the first things I see is a giant square made of oak leaves. Also I tried to go into Spectator mode to see if there was anything was in the leaves but I couldn't. I don't know if this a bug/glitch but I saw it so yeah. the first screenshot is the leaves. The second is the command problem

Couldn't confirm for MC 1.13-pre2

I tried to reproduce it, but I couldn't. This error is not very common. It's a punctual generation bug.

The command is working for me too.

Write "/gamemode", press "tab" and choose the gamemode you want.
If that does not work try restarting your game.

Most likely the world was created with 'Allow Cheats: Off'
