Same type of chest

one of the chests were not placed on a block while the other one is placed on a furnace

This is not a bug; this is intentional. As of the 1.13 snapshots, chests will only connect if both are facing the same direction and the player was not holding shift when the placed the second chest.

Correction, if you hold shift, it'll only try to connect to the clicked block.
