Load of Chunks lowers me the FPS, can Solve it for the 1.13?

This Error has been in all the versions, this lowers the FPS to the Computers Deficient and that causes problems to play, especially in Normal worlds, can Stabilize the Load of Chunks, the Fog and the Render? I have a Bad Computer because I'm from Venezuela and it causes me problems playing Survival, Can I solve that in the next version or give me Tips to configure my computer? please.
