/locate [...] crashes server

When a /locate command is attempted, the server becomes unresponsive for about a minute or two, followed by "Java heap" and "Exception ticking world" errors. Eventually crashes the running server and requires a restart.

It's not modded and its not 3rd party. It's the vanilla server just as it is on your website. It's the 1.13-pre3 server downloaded from Mojang's website. How can I flag this as incorrectly closed?

I've been having this same issue in all the pre-releases, but it's also still happening in pre3. Using only the vanilla server jar, it crashes if I try to use /locate at all.

 

I've attached my crash log to hopefully help provide proof that it's happening.
