[MC-13184] Mobs don't drop exp

Example:
I'm level 17 and my exp bar is half full. If I kill a mob (doesn't matter what kind of mob) the bar is getting emtpy, and only Ores and Bottle 'o Enchanting can give me exp!

Does the XP go down instantly, or only when you pick up the orbs?

Killcounter
Playerheads
doublejump
essentials (and essentials chat)
Morerecipes (example mycelium)
Targetingsystem
Deathchest
bleeding mobs
PvP health
Mobhealthdisplay
soulbound
all these plugins are for Minecraft bukkit

This ticket is invalid as it relates to a modded or 3rd party client/server.

Any non-standard client/server build needs to be taken up with the appropriate team, not Mojang.
Any plugin issues need to be addressed to the plugin creator.
