When you jump out of the water, you're always stuck in swimming position, lying like a fish.
It's new to this pre-release 4.
So you have to go back into water and stop swimming.

Exists in 1.13-pre5 when letting go of sprint key, not to mention to go up or down you just look up or down without touching any move keys
