I don't really know how to reproduce this but, at times, hoppers simply don't work. They can't carry items and right clicking them doesn't bring up the inventory menu. The only solution is to break and replace them. I've noticed this for many 1.13 snapshots.

Well, the issue is that some bugs are not deterministic and it might be the case that this is one of them. However, I'd be surprised if other people didn't notice this because it happens quite often, particularly with hoppers that aren't directed towards other hoppers or chests (e.g., in item sorters).

Hmm, it doesn't happen only to hoppers that don't lead anywhere, my bad. It can happen to any random hopper. Next time it happens, I will try to take a look at the NBT and post what information I gather here.
