When riding up or down in a minecart, the sky at the horizon will start flashing

When the player is riding a minecart on a railway and goes either up a hill or down a hill, the whole sky, right at the horizon, will start flashing gray and blue. When the player does this normally (without being in a minecart, that is), the sky's horizon will stay blue.
