if you are doing the new 1.13 swimming and you get out of water whilst swimming you remain swimming on the land. It looks very strange and you can't stop swimming until you get back in water

This is a duplicate of MC-132064, an issue that was already fixed. Please be more careful when selecting the affected versions, as you most likely have selected the wrong one.
Regardless, I still can't reproduce this issue.
