Leaves drop when destroyed with shears and doTileDrops is false.

Cannot Reproduce

When destroying oak leaves with shears it dropped the leaf block and doTileDrops was set to false. It's only a possible game changer in adventure maps, not survival. It is, however, a bug none the less.

Same result as Kumasasa. Resolving as two mods cannot reproduce.
