[MC-132411] Using /effect give on a server kicks sender for most effects

Running /effect give ssamjh minecraft:slow_falling 10 10 will result in me being kicked.

It only affects the sender of the command and not the receiver of the effect.

This issue does not affect single player.

Cannot reproduce. I tried it in a LAN world (I know you are running a cmd server), but the bug did not appear. However, could you explain in detail how to reproduce it, please?

Confirmed. This doesn't happen in LAN mode.

Steps to reproduce:

Start the server
Join
Make sure you're an operator
Run /effect give @s minecraft:slow_falling 10 10
Get kicked

You also get kicked when giving yourself some other effects. I didn't test them all, but it appears to happen with most.
