Input items used in the anvil will be consumed when the player completes the repair with two identical items, repair with an item + material, or adds an enchantment to a tool via enchanted books, despite the player being in creative mode. All items are consumed, but if it's expected behavior that any 'tool' item would be consumed when compared, the secondary material item being consumed is unexpected given the enchanting table does not function the same way, as lapiz is not consumed.
Steps to Reproduce:
Place an anvil
Place the provided tool in the first slot
/give @p minecraft:diamond_axe[minecraft:damage=1]
Place a diamond in the second slot
Repair the item
Observed & Expected Results:
❌ - The diamond axe and the diamond are both consumed.
✔ - Either the diamond axe would be consumed with the diamond remaining, or both the diamond axe and the diamond would remain after reparing the item.

Well, materials get consumed in a crafting table as well.
I think it would make sense if items wouldn't get consumed in either case.
It is debatable though, weather it is an actual bug or not.
Items not being consumed in a crafting table in creative mode actually makes a lot of sense. It would be easier to craft lots of banners and fireworks etc. in creative mode. This should definitely be a feature!
Based on the enchantment table I don't think it should be consumed but, it is highly debatable waiting a response.
Crafting table is understandable but, not anvil for repairing an item especially since there is no /repair
Confirmed for 1.13.1.
Can confirm in 1.16.5 and 21w10a. Video attached.
I'd like to request ownership of this issue, considering the original owner has not been active since 2019.
