The issue
In Bedrock Edition 1.6.0.5, I can do so, but not the case on Java Edition 1.13 snapshots and pre-releases.
Possible fix:
Add the "facing" block state will fix.

This bug tracker is not for suggestions. Functionality that is not consistent across different versions of Minecraft do not necessarily count as a bug.
