Creative scrollbar doesn't scroll to where you clicked

Has affected most (if not all) 1.13 snapshots, I just kept forgetting to report it. This isn't an issue in 1.12.

Can confirm in 21w06a. Doesn't happen all the time. I'm quite certain it depends on how long you hold down your mouse for, whilst doing so.
