After triggering the right column of observers the elevator functions as expected: droppers put through 1 item and it ends up on top of the dropper chain. When I attempt to repeat the action the dropper chain seemingly clogs, and doesn't put any more items through until given a block update.

In the current 1.13 release of the game, I am having the same/similar issues - in that some Droppers are becoming 'stuck' in a triggered state despite all Redstone power being removed. Causing a block update by placing or breaking an adjacent block resets the stuck Dropper.
Build to demonstrate: Build a horizontal row of alternating Droppers and Hoppers (4 of each should do it) so that they feed into the next in the line. Place solid blocks above them and place Redstone Dust on those blocks. Connect a Redstone Repeater and a Switch to it. Hoppers to return the item from the last Dropper to the first one can be added if desired.
Toggle the Switch to powering the Redstone Dust. This should simultaneously disable the Hoppers while triggering the Droppers, causing an item to advance from Dropper into Hopper. And when power is removed, the Hopper should feed the item into the next Dropper.
What is happening is that the first, third, and fourth Droppers are 'sticking' in the triggered state. My build has the line running from north to south. It does not matter if the Droppers are empty, have one item, or two items. It was always the first, third, and fourth Droppers that got stuck. I have no idea why the second Dropper doesn't stick.
