Keybinds switch when upgrading to 1.13 if not using a QWERTY keyboard

How to reproduce

1. Switch your keyboard to a non-american version (for example QWERTZ)

2. Start Minecraft in 1.12.2

3. Set any key to y (on a QWERTY keyboard it is the key labeled z)

4. Save, close and start Minecraft in 1.13
   → ❌ The key you bound to y switched to z
