[MC-13345] No drop when destroy block under "snow slab block"

Place a block (e. g. dirt) and place on this block 8 or more snow slabs. Then destroy the block (dirt). The snow blocks/slabs disappear.

I had try it in the survival mode.

Snow layers only drop snowballs when harvested with a shovel.

Actually, it's been this way since...snow.
You can also destroy the snow by placing a block on it, but you still get no drop. (Like tall grass and Ferns)
