Slots' movement (Hotbar slots) is so weird and doesn't work as good as on previous versions. I mean like non-1.13 ones. Sometimes it is slower than usual I mean here like getting stuck for a short amount of time.

Duplicate of MC-123773. Due to 1.13 updating to LWJGL3, Minecraft receives mouse input differently. There is a setting in options.txt you can use to adjust the sensitivity of the scroll wheel.
