Boats do not sink underwater again (submarine Boats)

Similar to a previous bug in the 1.13 snapshots from earlier, boats when submerged in water no longer since and you can ride them like submarines. To reproduce this bug, just submerge your boat by driving it into water from the side, and you will be able to move around freely. if your boat gets to the ocean floor by collums, it will dismount you after a short while
